Amends 63 O.S. 2011, Section 2-301 to clarify rules and regulations relating to the registration and control of controlled dangerous substances manufacturing, distributing, dispensing, prescribing, administering, or use for scientific purposes within Oklahoma

Changes the word "distribution" to "distributing" for grammatical clarification in the statute

Authorizes the Director to promulgate rules for training, certification and registration of animal control officers to purchase, possess and administer controlled dangerous substances for animal euthanasia within Oklahoma

Requires animal control officer rules to comply with Sections 501-508 of Title 4 of Oklahoma Statutes and to cooperate with federal, state or local entities with jurisdiction over animal euthanasia
