Designates licensed drug and alcohol counselors/mental health (LADC/MH) as licensed mental health professionals under 43A O.S. 2011, Section 1-103.

Extends confidentiality and privilege protections to communications between consumers and licensed drug and alcohol counselors, equivalent to protections for other licensed mental health professionals.

Grants consumers the right to access their own mental health and substance abuse treatment information, with specific exceptions for therapeutic notes, litigation documents, and information that could endanger safety.

Requires valid written authorization or court order for disclosure of mental health and substance abuse treatment information, with limited exceptions for law enforcement, medical emergencies, and child abuse reporting.

Becomes effective November 1, 2013.
