SB 745 Summary

• Authorizes Secretary of the State Election Board to declare an election emergency for any area when voting devices cannot be used or when natural/manmade emergencies make compliance with election laws impossible or unreasonable.

• Requires Secretary of State Election Board and Adjutant General to develop a contingency plan for major election emergencies by January 1, 2014, with provisions for updating as needed.

• Allows Secretary to request assistance from Oklahoma National Guard during declared election emergencies with Governor approval.

• Specifies that National Guard assistance shall not violate Section 16-113 of Title 26 or the Oklahoma Constitution Articles II and III.

• Becomes effective November 1, 2013.
