Requires the Commissioner of Public Safety to establish an Endangered Missing Person Advisory for high-risk missing persons by December 1, 2013, using rules and procedures similar to Oklahoma's Amber Plan.

Defines "high-risk missing person" as someone whose whereabouts are unknown and who may be at risk of injury or death but does not meet Amber Alert criteria.

Lists eight circumstances indicating high-risk status, including stranger abduction, suspicious circumstances, missing over 30 days, medical conditions requiring prescription medication, mental impairment, age under 21, past threats or violence, and elopement from nursing homes.

Allows law enforcement discretion to designate other factors indicating risk of injury or death as qualifying circumstances for high-risk missing person status.

Declares an emergency clause, making the act effective immediately upon passage and approval.
