Amends 26 O.S. 2011, Section 7-114 to modify voter identification requirements for Oklahoma elections.

Adds two new exemptions to the expiration date requirement for identification cards: identification cards issued to persons 65 years of age or older that are valid indefinitely, and military identification cards issued to active members or retired members of U.S. armed services branches.

Requires voters to present proof of identity showing the voter's name, a photograph, and an expiration date (except for the newly exempted card types), and issued by the United States, State of Oklahoma, or a federally recognized Indian tribe.

Allows voters who cannot or decline to produce acceptable identification to sign a sworn statement and cast a provisional ballot, with false statements punishable as a felony under Section 16-103.

Becomes effective November 1, 2013.
