Amends Oklahoma law to allow a patient's designated treatment advocate to access the patient's mental health or drug/alcohol abuse treatment information, with the same access rights as the patient

Persons holding guardianship powers, general health care decision-making authority through an advance directive, health care proxy designation, or durable power of attorney with health care authority are automatically deemed treatment advocates by operation of law

Treatment advocates must act in the best interests of the consumer and may participate in treatment and discharge planning to the extent consented to by the patient

Patients retain the right to designate, change, or revoke a treatment advocate at any time and for any reason
