SB 759 Summary

• Enacts the "Deployed Parents School Act of 2013" to establish transfer policies for children of deployed military members in Oklahoma school districts.

• Requires local school district boards of education to adopt a policy allowing transfers for dependent children of active duty military members and military reserve members on active duty orders with Oklahoma as their home of record.

• Transfers must be approved if the student's parent has a Department of Defense-issued identification card, will be on active duty or active duty orders for more than 30 consecutive days, and the student will reside with a relative in the receiving district within six months of application.

• Maintains existing open transfer policy requirements while adding military family provisions; prohibits districts from denying transfers based on ethnicity, national origin, gender, income, disability status, English proficiency, achievement, aptitude, or athletic ability.

• Becomes effective November 1, 2013.
