Amends 29 O.S. 2011, Section 4-110 to establish a one-day fishing license for nonresidents at $14.00, in addition to existing annual and six-day licenses.

Raises the minimum fine for improper disposal of wildlife from $100.00 to $500.00 under 29 O.S. 2011, Section 7-205, with maximum fine remaining at $1,000.00 and up to one year jail time.

Adds automatic revocation of hunting and fishing licenses upon conviction of improper wildlife disposal violations, with revocation period of one to ten years as set by the court or one year minimum if court does not specify.

Clarifies that improper disposal prohibitions exclude furbearers and coyotes from the provisions.

Effective date: November 1, 2013.
