Creates the "Oklahoma Crusher Act" requiring persons engaged in crushing/shredding used motor vehicles, trailers, or nonmotorized recreational vehicles to obtain a license from the Oklahoma Used Motor Vehicle and Parts Commission

License applicants must be of good moral character, have net assets of at least $25,000, and file a $25,000 surety bond; felony convictions within 5 years disqualify applicants

Crushers must verify proof of ownership before purchasing vehicles, cannot accept vehicles from anyone under 18, and must report purchases to local law enforcement within 3 days and hold vehicles for 3 days before crushing

Sellers must provide photo ID or fingerprint; crushers must submit monthly reports to the National Motor Vehicle Title Information System (NMVTIS)

Unlicensed crushing is a misdemeanor punishable by up to $1,000 fine and/or 6 months jail; using false identification to sell a vehicle to a crusher is a felony punishable by up to 5 years imprisonment
