Removes exemption for water trapped in producing mines, making mine pit water subject to water rights regulations under 82 O.S. 2011, Section 1020.2

Requires mining operators to develop and implement monitoring plans by January 1, 2014 to track pit water accumulation and disposition with quarterly and annual reporting to the Oklahoma Water Resources Board

Requires the Oklahoma Water Resources Board to promulgate rules for mine pit water use, including provisions for stream flow augmentation and groundwater management plans based on hydrologic surveys of sensitive sole source groundwater basins

Defines "consumptive use" of groundwater from mine pits to include moisture in mined material, evaporation exceeding precipitation, and other beneficial off-site uses

Declares an emergency, making the act effective immediately upon passage and approval
