Amends the free fair association board of directors law to reduce member terms from four (4) years to three (3) years and establish annual elections of one member from each county commissioner district.

Requires elections to be held by written ballot at public meetings or conventions of qualified electors (registered voters) of each commissioner district, with county commissioners setting election rules by resolution.

Establishes a five (5) business day filing period in January for candidates, who must be registered voters residing in the district they seek to represent; requires public notice of filing period and election in newspapers at least ten (10) days in advance.

Allows county commissioners to cancel elections if only one candidate files and to appoint directors to unfilled positions; provides for commissioner appointment of replacements when directors cannot fulfill their terms.

Repeals previous sections of the 2012 law governing board terms, election procedures, qualifications, and vacancy procedures; becomes effective November 1, 2013.
