Authorizes the Oklahoma Tax Commission to design and issue a special license plate (#51) to demonstrate support for Crossings Christian School located in Oklahoma City.

The special license plate fee is $35.00 in addition to normal vehicle registration fees, with proceeds distributed to the school after administrative costs.

License plates are non-transferable upon vehicle ownership change but may be reused on another registered vehicle; renewals occur annually through tax commission or motor license agents.

Includes detailed provisions for plate design consultation with school administration and authorizes licensing agreements with the school for use of its logo or design.

Effective date of November 1, 2013; also codifies 50 other existing special license plate programs authorized under Oklahoma law.
