• Transfers the Oklahoma Educational Television Authority (OETA) to the Oklahoma State Regents for Higher Education effective July 1, 2013.

• Protects transferred employees by requiring retention of classification status, leave time, retirement benefits, and prevents salary reductions as a direct result of the transfer.

• Maintains OETA's function of broadcasting public meetings of the Oklahoma Legislature and state government through the Oklahoma Public Events Network (OPEN).

• Removes OETA from the Oklahoma Sunset Law by striking it from the list of entities scheduled for termination.

• Allows the Regents to assign broadcast network operations to one or more institutions within the Oklahoma State System of Higher Education.
