• Creates the Task Force on Unnecessary Governmental Regulation, operating until November 30, 2014, to examine state laws and agency rules that adversely impact employment, economic development, and business activity.

• Task force composition includes 15 members: 3 Senate members, 3 House members, 7 business representatives from regulated industries (including banking, oil and gas, agriculture, and small business), the Director of the Department of Commerce, and the Secretary of State.

• Task force shall recommend repeal or modification of laws or rules with adverse economic impact and propose amendments to the Administrative Procedures Act to better identify problematic regulations.

• Members receive no compensation but are reimbursed for travel expenses; legislative members reimbursed per Section 456 of Title 74; other members reimbursed by appointing authorities under the State Travel Reimbursement Act.

• Task force must submit findings and recommendations to the Governor and Legislature by November 30, 2014; declared an emergency with immediate effect upon passage and approval.
