Amends Oklahoma law to authorize the State Board of Education to waive the minimum 2.50 grade point average requirement for alternative teaching certification applicants.

Waiver eligibility limited to applicants with two years of relevant private sector or military experience seeking to teach mathematics, science, special education, or foreign language.

Board may only grant waivers if it has determined a shortage exists in the specific subject area (mathematics, science, special education, or foreign language).

Effective July 1, 2013, with emergency clause making it effective immediately upon passage and approval.
