SB 884 Summary

• Amends Oklahoma law to exempt active military personnel from the requirement to obtain a handgun license from the Oklahoma State Bureau of Investigation under the Oklahoma Self-Defense Act.

• Allows eligible military personnel on active duty, National Guard duty, or regular military reserve duty to use a valid active military identification card in lieu of a handgun license to carry concealed or unconcealed handguns.

• Requires eligible military personnel to be at least 21 years old, trained and qualified in handgun use, and a legal resident of Oklahoma to qualify for the exemption.

• Mandates that all persons carrying handguns (with or without license) must possess valid identification and display a handgun license or military ID card upon demand by law enforcement, with specific protections for those carrying unconcealed handguns.

• Becomes effective November 1, 2013.
