Amends Oklahoma law (57 O.S. 2011, Section 583) regarding sex offender registration requirements and time periods for compliance.

Modifies registration periods: Level 1 offenders must register for a total of 15 years; Level 2 offenders for 25 years; Level 3 and habitual/aggravated offenders for life, with periods beginning from sentence completion and not concluding until full compliance achieved.

Requires Department of Corrections and local law enforcement to maintain registration records for at least 10 years from the date an offender completes their registration obligations.

Allows Level 1 offenders who have registered for 10 years without felony or misdemeanor arrest since release to petition district court for removal of level designation and exemption from registration requirements.

Becomes effective November 1, 2013.
