SB 900 Summary

• Enacts the "Prioritization of Public Funding in the Purchasing of Family Planning and Counseling Services Act" to establish a three-tiered priority system for distribution of public funds for family planning and counseling services in Oklahoma.

• Prioritizes public funding distribution in the following order: (1) public entities, (2) nonpublic hospitals, federally qualified health centers, and rural health clinics, and (3) nonpublic health providers offering primary health care services.

• Defines "public funds" to include state general revenue funds, state special account grants and loans, and federal funds from multiple federal programs including Title V, X, XIX, and XX funding sources.

• Authorizes district attorneys or the Attorney General to bring civil action for recoupment, declaratory relief, or injunctive relief against persons who intentionally violate the act.

• Effective date: November 1, 2013.
