• Establishes Oklahoma's participation in the "Agreement Among the States to Elect the President by National Popular Vote," a multi-state compact.

• Requires each member state to conduct a statewide popular election for President and Vice President, with electoral votes awarded based on the national popular vote winner rather than state-by-state results.

• Agreement becomes effective only when states cumulatively possessing a majority of electoral votes (270+) have enacted it, and member states may withdraw except within six months of a Presidential term's end.
