Expands gift acceptance authority to the President Pro Tempore of the Senate, Speaker of the House of Representatives, and Chief Justice of the Supreme Court, in addition to the Governor.

President Pro Tempore and Speaker authorized to accept gifts for the Legislature or either house; Chief Justice authorized to accept gifts for the state judiciary.

Modifies ethics rules to permit state officers to accept gifts on behalf of Oklahoma without disclosure if proper written notification and acceptance procedures are followed within specified timeframes.

Requires the appropriate state officer to be notified in writing within 10 days of gift receipt, with acceptance confirmed within 30 days; gifts are deemed rejected if no response is received within 30 days.

Changes unclaimed property reporting method from "electronically" to "online" filing for holders with 15 or more items; effective November 1, 2013.
