Members elected or appointed before January 1, 2014, follow previous State Board of Education rules for obtaining instruction on education issues

Board members who fail to complete required instruction within 15 months forfeit their seat, and the board must declare a vacancy; removed members are ineligible to serve again for 3-5 years depending on board size

Effective date is July 1, 2013, with an emergency clause for immediate effect upon passage and approval
