Amends Oklahoma Vehicle License and Registration Act by adding a new definition of "construction machinery" to Section 1102 of Title 47 O.S. 2011.

Defines "construction machinery" as machines or devices drawn as trailers used for construction, tree trimming, and waste maintenance projects that derive no revenue from transportation and whose highway use is incidental, excluding farm implements.

Expands registration requirements in Section 1133 to include construction machinery alongside frac tanks, rental trailers, commercial trailers, and semitrailers requiring a $40 initial registration fee and $4 annual fee.

Construction machinery registered under these provisions must display nonexpiring identification plates and owners must maintain receipts subject to audit by the Tax Commission or Corporation Commission.

Effective date is November 1, 2013.
