Amends motor vehicle dealer licensing requirements in Oklahoma to create a new category for powersports vehicle dealers selling motorcycles, scooters, mopeds, all-terrain vehicles, and utility vehicles.

Establishes powersports vehicle dealer license fees at $300.00 initial fee per manufacturer represented at each location, with $100.00 annual renewal fees per manufacturer per location.

Clarifies that powersports vehicle dealers are distinct from retail implement dealers and may only sell specific types of powersports vehicles authorized by manufacturers.

Removes the definitions of "powersports vehicle" and "powersports vehicle dealer" from Section 1102 of the Vehicle Registration Act, relocating them to motor vehicle dealer statute definitions in Section 562.

Becomes effective November 1, 2013.
