Amends 27A O.S. 2011, Section 2-10-205 to establish energy efficiency through recovery and reuse of recyclable materials as a priority for energy-intensive industries in Oklahoma.

Defines "energy-intensive industry" to include information technology/data centers, consumer product manufacturing, food processing, and materials manufacturers (aluminum, chemicals, forest products, metal casting, glass, petroleum refining, mining, and steel).

Directs state regulatory agencies to encourage recycling in energy-intensive industries as part of the Oklahoma Recycling Initiative.

Requires municipalities with populations over 5,000 to develop recycling programs including waste paper collection, with options to evaluate alternative methods and establish public education efforts.

Declares an emergency, making the act effective immediately upon passage and approval.
