Amends the Oklahoma Limitation of Liability for Farming and Ranching Land Act to expand the definition of "recreational purpose" to include aviation activities, specifically fly-ins at private airports.

Modifies the definition of "charge" to exclude donations made at fly-ins at private airports, allowing landowners to accept voluntary contributions without losing liability protection.

Maintains the $10.00 per acre per year maximum charge threshold for landowners to qualify for liability protections under the Act.

Clarifies that the Act applies only to land used for farming and ranching activities, with other land uses governed by separate provisions in Title 76 of the Oklahoma Statutes.

Becomes effective November 1, 2013.
