Amends Section 802.2 of the Oklahoma Energy Initiative Act (17 O.S. Supp. 2012) to clarify statutory language regarding the Oklahoma Energy Initiative program.

Changes the phrase "in this act" to "herein" in the description of the strategic energy research and development program.

Maintains the Initiative's core purposes: promoting energy research in conventional and unconventional oil/gas, renewables, and related technologies; fostering collaboration between government, educational institutions, and private entities; and attracting researchers to Oklahoma.

Clarifies that the Initiative may receive administrative assistance, staffing, legal counsel, and office space from state agencies and public entities through memorandums of understanding.

Declares an emergency, making the bill effective immediately upon passage and approval.
