Increases unclaimed lottery prize money transferred to the Department of Mental Health and Substance Abuse Services for gambling addiction treatment from $500,000 to $750,000 annually.

Prohibits video lottery machines and internet-based lottery games not involving physical paper ticket purchases from lottery retailers.

Requires inclusion of gambling disorder hotline information on all lottery advertisements and directs the Governor to negotiate improved tribal gaming compact terms to increase funding for gambling treatment programs.
