Amends Oklahoma Statutes Section 1085.1 to restructure the Oklahoma Water Resources Board from nine members appointed by congressional district and at-large basis to a regional representation model beginning July 1, 2014.

Establishes nine regional districts across Oklahoma counties, with each board member required to reside in their assigned region (Regions 1-9), replacing the previous congressional district appointment system.

Transitions existing board member positions to regional representation as their terms expire between 2014 and 2020, with immediate transition if a member resigns or cannot complete their term.

Changes future board member appointment terms to seven years uniform length, removing the previous staggered one to seven year terms.

Maintains existing qualification requirements that board membership includes representation of recreational, industrial, irrigation, municipal, rural residential, agricultural, soil conservation, and oil and gas production water uses.
