Amends 7 O.S. 2011, Section 19.1 to expand access rights for service dogs in training on public transportation and accommodations

Extends passenger carrier access to dog trainers from recognized training centers or licensed trainers when actively training guide, signal, or service dogs

Maintains existing requirements that guide, signal, and service dogs cannot be denied access to public transportation, lodging, government buildings, restaurants, and other public accommodations

Establishes definitions for "physically handicapped person," "service dog," and "signal dog" for implementation purposes

Becomes effective November 1, 2013
