ENGROSSED SENATE CONCURRENT RESOLUTION NO. 3 - Summary

• Directs the Oklahoma Water Resources Board and Oklahoma Department of Environmental Quality to enter into a Memorandum of Agreement by September 1, 2013 to expedite water quality standards and implementation for water reclamation and reuse.

• Requires the agreement to describe measures ensuring consideration and adoption of water quality standards impacting water reclamation and reuse opportunities are expedited to the maximum extent practicable while maintaining public participation and government transparency.

• Implements goals from the Water for 2060 Act (2012) to consume no more fresh water in 2060 than consumed statewide in 2012 by promoting reclamation and reuse of wastewater, marginal-quality water, brackish water, and alternative water sources.

• Requires submission of the executed agreement to the Governor, President Pro Tempore of the Senate, and Speaker of the House of Representatives.

• Directs distribution of the resolution to the Executive Directors of both the Oklahoma Water Resources Board and Oklahoma Department of Environmental Quality.
