Proposes an amendment to Section 23a of Article X of the Oklahoma Constitution regarding the state sinking fund used to pay principal and interest on outstanding state bonded indebtedness

Deletes obsolete references to "Surplus Accounts of the State Funding Bond Funds of 1935, 1939, and 1941" which are no longer relevant

Makes technical cleanup changes replacing "said" with "the" throughout the section and standardizing capitalization of "sinking fund"

Requires the Secretary of State to refer the proposed constitutional amendment to voters for approval or rejection

Directs the President Pro Tempore of the Senate to file copies of the resolution with the Secretary of State and Attorney General
