SJR 15 Summary

• Proposes amendment to Section 23 of Article X of the Oklahoma Constitution regarding state budget certification procedures

• Modifies the State Board of Equalization's revenue certification process to allow appropriated federal funds and Oklahoma Education Lottery Trust Fund revenues to be certified at 100% of estimated amounts, rather than the standard 95% requirement

• Maintains existing balanced budget requirements and procedures while creating exception for lottery trust fund transfers

• Requires Secretary of State to refer proposed amendment to voters for approval, with ballot title included

• Directs filing of resolution with Secretary of State and Attorney General immediately after passage
