Proposes constitutional amendment adding Section 38 to Article II of Oklahoma Constitution protecting individuals and entities from discrimination or penalty for refusing to provide abortion, contraception, or sterilization coverage if contrary to religious or moral beliefs

Applies to individuals, employers, health plan providers, health plan sponsors, and health care providers

Directs Secretary of State to refer the proposed amendment to voters for approval or rejection in accordance with law

Provides ballot title and language explaining that the measure prevents compulsion to provide health insurance coverage for abortion, contraceptives, or sterilization when coverage violates moral or religious convictions

Requires President Pro Tempore of Senate to file the resolution with Secretary of State and Attorney General immediately after passage
