Directs the Department of Human Services to use potential savings from closure of the Southern Oklahoma Resource Center (Pauls Valley, closing April 30, 2014) and Northern Oklahoma Resource Center (Enid, closing August 31, 2015) for services and programs for persons with developmental disabilities.

Requires savings be used for services to persons on the Developmental Disabilities Services Division waiting list and persons with developmental disabilities currently receiving Division services and their families.

Requires the Department of Human Services to report to the President Pro Tempore of the Senate, Speaker of the House, and Governor by June 30, 2017, describing the savings from both facility closures.

Directs the Secretary of State to distribute a copy of the resolution to the Director of Human Services.
