Recognizes Judge Vicki Miles-LaGrange as the first African American Chief Judge of the U.S. District Court for the Western District of Oklahoma (2008) and first African American woman U.S. attorney for that court (1998), and notes her service in the Oklahoma State Senate starting in 1987

Honors Justice Tom Colbert as the first African American appointed to the Oklahoma Supreme Court (2004) and the first African American to serve as Chief Justice of the Oklahoma Supreme Court, with prior service as Chief Judge of the Court of Civil Appeals

Celebrates Judge David Lewis as the first African American appointed to the Court of Criminal Appeals for the 5th Judicial District (2005) and the first African American Chief Judge of the Court of Criminal Appeals (sworn in January 23, 2013)

Acknowledges Judge Carlos Chappelle as the first African American appointed District Judge for Tulsa County (2009) and recognizes his election as Presiding Judge Elect in September 2011, with planned assumption of Presiding Judge duties for the 14th Judicial District in January 2014
