Senate Resolution No. 3 Summary

• Commemorates the 21st anniversary of the Khojaly tragedy, which occurred on February 25-26, 1992, during the Nagorno-Karabakh War (1988-1994) between Armenia and Azerbaijan.

• Acknowledges that over 600 innocent civilians were killed when Armenian armed forces accompanied by Russian military troops occupied the town of Khojaly in Azerbaijan.

• Recognizes the Khojaly tragedy as a reminder of the devastating consequences of warfare and the need for increased understanding, communication, and tolerance among people worldwide.

• Directs distribution of the resolution to the U.S. Congress, U.S. Department of State, and U.S. Embassy in Azerbaijan.

• Adopted by the Oklahoma State Senate on March 4, 2013.
