• Prohibits drivers from using cellular phones or electronic communication devices to compose, send, or read text-based messages while operating a motor vehicle on any public street or highway in Oklahoma.

• Establishes exceptions for emergency situations when communicating with emergency response operators, hospitals, physicians' offices, ambulance services, firefighting services, or law enforcement agencies.

• Violation is punishable by a fine and court costs not to exceed $500.

• Authorizes municipalities to enact local ordinances with the same or lesser penalties than the state law, but no more stringent enforcement provisions.

• Effective date: November 1, 2013.
