HB 1056 Summary

• Creates the "Parole of Aging Prisoners Act" to allow prisoners aged 65+ who have served at least 10 years or one-third of their sentence to request parole hearings before the Pardon and Parole Board.

• Requires the Pardon and Parole Board to use evidence-based risk assessment instruments to determine if paroled prisoners pose minimal public safety risks.

• Prohibits parole eligibility for prisoners convicted under Section 13.1 of Title 21 (certain serious crimes) or those required to register as sex offenders.

• Mandates that victims be notified of parole requests and provided opportunity to object to the prisoner's release.

• Effective November 1, 2013.
