Amends 12 O.S. 2011, Section 158.1 to modify the licensing process for private process servers in Oklahoma.

Requires applicants for process server licenses to cause notice of hearing to be published in a legal newspaper of the county at least 20 days prior to the hearing.

Applicants must pay the publication fee and file proof of publication affidavit from the newspaper prior to the hearing.

Court clerk must mail or deliver notice of the hearing at least 20 days prior to the hearing to the district attorney, sheriff, and Oklahoma State Bureau of Investigation.

Emergency clause declares the act effective immediately upon passage and approval.
