Amends 47 O.S. 2011, Section 11-1116 to modify restrictions on golf carts and utility vehicles operating on Oklahoma streets and highways

Removes the "daylight hours only" restriction for golf carts and utility vehicles in municipalities that have adopted ordinances governing their operation, provided ordinances include necessary vehicle lighting and safety requirements

Removes the "daylight hours only" restriction for all-terrain vehicles making perpendicular crossings at streets or highways, allowing operation during any time with proper lighting and safety measures

Effective date: July 1, 2013, with emergency clause for immediate implementation upon passage and approval
