• Allows active employees to opt out of the state's basic health and dental plan while retaining life and disability benefits, provided they have separate group health insurance coverage and receive $150 monthly in flexible benefits.

• Modifies flexible benefit allowance disbursement schedules for biweekly payroll employees, spreading credits over 24 pay periods with 2 periods receiving no credit, and similarly adjusts pay conversion dollar deductions.

• Authorizes the Office of Management and Enterprise Services to intercept monies owing to plan participants from other state agencies when those participants owe money to the benefits program, with due process protections.
