Amends 19 O.S. 2011, Section 339 to grant county commissioners power to provide incentive awards to employees for participating in voluntary wellness programs that result in improved health

Authorizes counties to establish a Wellness Council to develop wellness programs available to all full-time county employees with the goal of reducing health insurance claims and costs

Permits counties to establish a separate "Wellness Program Fund" consisting of general county funds and grants/donations, with monies used for employee incentives and Council operational costs

Requires the Wellness Council to track participants, insurance premiums, and expenditures annually and report findings to the board of county commissioners in January in compliance with privacy laws

Effective date: November 1, 2013
