HB 1118 Summary

• Creates the "Oklahoma Truth in Adoption Act" to provide adopted persons access to original, unaltered birth certificates upon written application effective July 1, 2014.

• Allows biological parents to file contact preference forms with the State Registrar of Vital Statistics, selecting one of three options: request contact, prefer contact through an intermediary only, or prefer no contact.

• Requires the Registrar to attach copies of completed contact preference forms and updated medical and social history information to original birth certificates issued to adopted persons.

• Maintains existing confidentiality protections for vital records while allowing limited disclosure to specific government agencies (Attorney General, district attorneys, Department of Labor, etc.) for statutory purposes.

• Becomes effective November 1, 2013.
