Declares the Patient Protection and Affordable Care Act (ACA) and the Health Care and Education Reconciliation Act of 2010 to be invalid, null, and void in Oklahoma as violations of the U.S. Constitution.

Imposes a duty on the Oklahoma Legislature to adopt measures to prevent enforcement of the ACA within the state.

Establishes felony penalties (up to 5 years imprisonment and/or $5,000 fine) for federal officials or employees who attempt to enforce federal healthcare law in violation of the act.

Establishes misdemeanor penalties (up to 2 years imprisonment and/or $1,000 fine) for Oklahoma state officials or employees who enforce or attempt to enforce the ACA in violation of the act.

Creates a private cause of action allowing aggrieved parties to sue individuals who violate the enforcement prohibitions.
