• Designates State Highway 81 from the Kansas border to the Texas border as the "Historic Chisholm Trail Bike Route"

• Requires signage costs to be funded from private sources, including initial installation and potential future replacement or reconstruction

• Department of Transportation shall place permanent markers on the highway upon receipt of adequate private funding and after a shoulder lane has been provided

• Provides that the Department shall establish a bicycle lane on the route contingent upon availability of funds

• Becomes effective November 1, 2013
