HB 1296 Summary

• Amends the Oklahoma Scrap Metal Dealers Act (59 O.S. 2011, Section 1423) to require vehicle title documentation for certain scrap metal dealer transactions.

• Requires scrap metal dealers purchasing vehicles less than 20 years old to obtain the vehicle title from sellers in addition to existing record-keeping requirements.

• Allows scrap metal dealers purchasing vehicles more than 20 years old to accept a verified bill of sale or proof of ownership as an alternative to title, reducing regulatory burden for older vehicles.

• Maintains exemptions for vehicle transfers between scrap metal dealers and licensed automotive dismantlers and parts recyclers.

• Becomes effective November 1, 2013.
