Prohibits courts from waiving, suspending, deferring, or dismissing prosecution costs in their entirety, though courts may apply equal percentage reductions to fines, costs, and prosecution costs if warranted.

Applies the same $40 monthly supervision fee requirement to defendants receiving deferred judgment sentences under Section 991c.

Maintains existing sentencing powers under 22 O.S. Sections 991a and 991c, including restitution, community service, electronic monitoring, and various rehabilitation programs.
