Amends 65 O.S. 2011, Section 4-103 to restructure the Board of Trustees for multicounty library systems, establishing a minimum of five members with at least one from each county appointed by county commissioners.

Eliminates the previous provision for towns with 1,000+ population at least 30 miles from the nearest board member to appoint a representative, simplifying the appointment structure.

Requires appointments based on ability, understanding of public library responsibilities, and active interest in library goals; appointees must be qualified electors and residents of their counties.

Preserves current board members' terms through their expiration dates, with future appointments made under the new criteria and limited to two consecutive full three-year terms with a two-year waiting period for reappointment.

Declares an emergency, making the act effective immediately upon passage and approval.
