• Converts Deer Creek School District license plate to a fundraising plate with $20 of the $35 fee deposited to a new Deer Creek Schools Foundation License Plate Revolving Fund for academic and artistic achievement programs

• Creates new Lupus Awareness and Education License Plate with $25 of the $35 fee deposited to Oklahoma Lupus License Plate Revolving Fund administered by State Department of Health for lupus awareness, education, and research

• Amends 47 O.S. Sections 1135.3 and 1135.5 to add two additional special license plate types to the existing list of 52 fundraising and organizational license plates

• Establishes that $8 of each special license plate fee goes to Oklahoma Tax Commission Reimbursement Fund for administration, with remaining amounts apportioned per existing law

• Effective date: November 1, 2013
