Amends 47 O.S. 2011, Section 1135.2 to create a Legion of Merit Medal Recipient License Plate for any resident with proper certification from the U.S. Department of Veterans Affairs or Armed Forces who has been awarded the Legion of Merit military decoration, for vehicles with a rated carrying capacity of one (1) ton or less.

Amends 47 O.S. 2011, Section 1135.5 to create a Lupus Awareness and Education License Plate for persons wishing to provide financial support to the Lupus Foundation of Oklahoma, with a $35.00 fee.

Creates the Oklahoma Lupus License Plate Revolving Fund administered by the State Department of Health, with $25.00 of each license plate fee deposited into the fund to provide grants to the Lupus Foundation of Oklahoma for lupus awareness, education, outreach, referral, research, and treatment.

Finds that the Lupus Foundation of Oklahoma provides important services to Oklahoma residents and that their services constitute adequate consideration for funds received from license plate sales.

Effective date: November 1, 2013.
